In chapter 78 of Dragon Ball Super, the villain Gas says something that no other of Goku's enemies have ever said before, canon and non-canon.

The very first thing that most villains do once they become aware of Dragon Ball's eponymous orbs is search relentlessly for them - but the same can't be said of Gas, the muscleman of the villainous Heeter Force. Should he have had his own way, Gas would have fought against Goku and his friends without any help or wish-based enhancements.

Gas expresses how he'd rather not get his wish granted by the dragon Toronbo in chapter 78 when the Heeter Force's leader Elec informs him of his plan, to which Gas replies by saying, "I'm fine just as I am..." While the reason why Gas thinks he's fine has yet to be disclosed, possibilities include Gas would rather gain more power on his own or he believes his enemies are not enough of a threat to resort to such an extreme option.

Vegeta is the first villain in Dragon Ball Z who attempts to gain immortality from the Dragon Balls. In fact, the only reason he journeys to Earth is because he learns of their existence and wants their aid in defeating Frieza. Vegeta even resorts to terrorizing innocent Namekians to learn of their location on Namek and to treachery when he lies to his temporary ally Krillin that he won't hurt him and his friends if they help him wish for immortality. Frieza also sought out the Dragon Balls on Namek with hopes of making the very same wish.

Dragon Ball Reveals What Makes Gas Different to Every Other Villain

In Dragon Ball Super, Zamasu became Goku Black by using the Super Dragon Balls to switch bodies with Goku in the original future of the main timeline and Moro - the Consumer of Worlds - used the Dragon Balls on New Namek to restore his magic and release all of the Galactic Patrol Prisoners. This isn't even mentioning the host of villains in Dragon Ball Z's non-canon roster of characters who also seek the Dragon Balls, including Garlic Jr. who is the only one of Goku's nemeses who achieved immortality with the help of the Dragon Balls, and Lord Slug, who made a similar wish to Moro by asking for eternal youth.

Cell and Buu in Dragon Ball Z are more of an enigma. The android Cell was aware of the Dragon Balls' existence but learned almost immediately from Piccolo that they were gone at the time and didn't find out later when Dende restored them, so didn't know they were an option. Meanwhile, Buu only reveled in the devastation that he wrought himself, and enjoyed seeing how his enemies could push the limits of his power. Seeking out the Dragon Balls would therefore be the antithesis of his existence. His insanity only allows him to seek out chaos, and searching for anything, let alone the Dragon Balls, isn't really chaotic, and may not even be necessary for a godlike monster that has existed since time immemorial.

Unlike Buu and Cell, Gas isn't an unstable, psychotic god nor is he a nonhumanoid android, but these examples show how unusual it is that he has no personal interest in the power of the Dragon Balls. Hopefully, Dragon Ball Super will provide further insight explaining Gas' reasoning, and the unique reason why, out of all the franchise's villains, he's so uninterested in using his wish to grow stronger.
